Ordinance is the law of local government. In term of the content, there are a variety of ordinances to restrict the rights of citizens, impose the obligations over them and improve the welfare system or reduce the burdens of them. Merely, when they specify the restriction of rights of citizens, imposition of obligations or penal clauses, it needs the entrustment from the applicable laws. The local body may impose a fine under 10 millions won on an offender by establishing the ordinance.

Proposal

governor/director of local bodies, one fifth of the members registered or the joint signatures over 10 members

Approval

a majority of attendance and a majority of consent

Transfer

the proposal approved by the council should be transferred to the Mayor with in 5 days after the date of approval

Proclamation

The Mayor should proclaim it with in 20 days(it is effective in 20 days after the date of proclamation unless separately agreed)
